JACKSONVILLE, Fla. Cordy Glenn Jersey . -- The Jacksonville Jaguars expect to be without suspended receiver Justin Blackmon all season, maybe even longer. General manager Dave Caldwell said Friday it would be "relatively surprising" to have Blackmon back on the field this fall. "Its not something that were counting on," Caldwell said at the teams annual predraft luncheon. "It would be something that would be relatively surprising. Havent gotten a whole lot of updates from the league where hes at or from Justin, to be honest with you." Blackmon is suspended indefinitely without pay for repeated violations of the leagues substance abuse policy. He was previously suspended the first four games of last year for violating the policy. He played four games before getting suspended again -- at least for a year. But the Jaguars arent counting on Blackmon to return after eight games in 2014. NFL rules prohibit the team from having any contact with Blackmon -- aside from texts -- during his suspension. "Without having contact, we just have to protect the team now," coach Gus Bradley said. "Weve got to do whats right for the organization so we have to continue to move forward and project that. Weve got to get some guys in here at that spot and thats why youve heard Dave talk about wide receiver is a need because of that. Now, if everything works out to get him back, thats OK. We always will love to get very talented players in here. But its hard. But we just have to keep going forward." With Blackmons future uncertain, the Jaguars are considering selecting Clemson receiver Sammy Watkins with the third overall pick in next weeks draft. Blackmon has been involved in three substance-related incidents in three years. A little more than a month after the Jaguars drafted him, he was arrested during a traffic stop in Stillwater, Oklahoma, after a breath test allegedly showed his blood alcohol content to be three times the legal limit. Blackmon caught 29 passes for 415 yards and a touchdown in the four games he played last season. He was the teams leading receiver during that stretch. Happs turn to play in the ongoing game of hot potato, better known as the competition to determine who will comprise the back end of the Blue Jays starting rotation. When the figurative music stops on March 31, Opening Day, general manager Alex Anthopoulos, manager John Gibbons and pitching coach Pete Walker will make whats becoming an increasingly difficult decision thanks to consistently mediocre to subpar performances by the candidates. Walker said before Wednesdays 11-6 win over the Phillies that the game was a "big start" for Happ. He needed to pitch in the strike zone. Happ needed to force Philadephias hitters to make contact. He was scheduled to pitch four or five innings with a pitch count of 70, give or take a few. Turns out Happ threw 71 pitches but did so in only 2 2/3 innings. Only 34 of those pitches were strikes. He laboured, to be generous, allowing three runs on three hits and four walks. Afterward, Happ saw his afternoon in a positive light. "It was good," he said. "I felt strong out there. Maybe a little too good but everything was good. Health was good." The health to which Happ refers is his back, an ailment which has kept him out of Grapefruit League action since he was pulled in the first inning of a March 3 start against the Twins. Happ intends to focus on developing his rhythm, interrupted due to injury, next time out. Hes looking to more consistently harness the new arm slot he employed in the final month of last season. Happ watched video of his start and noticed hed reverted to an over-the-top angle. Its all in the name of better efficiency. "Thats the same story for everybody," said Gibbons. "To be successful in the big leagues youve got to throw a lot of strikes. Youve got to throw that strike one. You fall behind guys, it turns everything in the hitters favour and just the opposite for the pitcher. Hes capable of doing that." Two weeks ago, the 31-year-old was bothered by Anthopoulos suggestion that his spot in the starting rotation was in question. Happ isnt dwelling on it now, saying he cant worry about what he cant control. Its apparent he will be on the team, as will Esmil Rogers and Todd Redmond, his competitors for a final rotation job. The question is who will be the starter and which two will work out of a bullpen which is expected to feature eight relievers. Its believed Happ is in the drivers seat, partly because Rogers doesnt throw enough of his repertoire for strikes and Redmond tends to struggle once the oppositions lineup turns over. Remember, too, that Happ is owed $5.2 million this year on an extension signed the day Ricky Romero was cut from camp last spring. The idea of having $12.7 million on the books for Happ and Romero, with neither in the starting rotation, cant be a pleasant one. "I dont feel like Im far," said Happ. "You guys, youre going to take that outing for what it was and it doesnt look pretty. Pitch-wise, like I said, Im up to 70 and next time be 85-90 and still feel strong thatll be a good thing. Im close." "Im looking forward to his next start," said Gibbons. "Thats all Ive got to say." "As far as Ricky, hes moving in the right direction. We really like what he did this camp. Just go down there and polish it up. Stro, hes kind of the odd man out. He had trouble throwing strikes (Tuesday). Hes got to do that. They both need more work." After two down years the bar wasnt set high for Romero. With that as a consideration, its fair to say he exceeded expectations. He had two positive outings before he cratered against the Tigers on Tuesday, reverting to his wild ways. "He showed us enough in the previous two outings before (Tuesday) that you know what, hey, its coming," said Gibbons. "Its a long road and you never really know whether a guy is going to make it back or not but he was starting to show the signs of it." Stroman showed flashes of the pitcher the Blue Jays believe he will become but he was inconsistent all spring, culminating with an ugly performance on Tuesday. "We brought Stroman in, he pitched in Double-A for us and he had a legitimate shot (at making the club,") said Gibbons. "We dont think hes quite ready. While the pitching coach offers praise to Drew Hutchison, Pete Walker wont yet guarantee him a spot. "Not ready to say that," said Walker. In the eight months that have elapsed since Miamis last visit to the Air Canada Centre the Heat have been busy. They flirted with NBA history, winning 27 straight games. They clawed their way past worthy postseason adversaries. They went on to claim their second title in as many years and LeBron James, Dwyane Wade and Chris Bosh all added to their growing collection of rings. Even as they tinker and bide their time early in a season where they hope to three-peat, we know who they are. The Raptors are a different story, the opposite end of the spectrum. Very little has changed for them since mid-March - the last meeting between the two teams - yet their identity and future is clouded with more questions than answers. "We put ourselves in a position to beat the best team in the league," Coach Dwane Casey said after his teams fourth-quarter collapse did them in, falling 104-95 to the Heat. "Now the next step for our team is to be able to bust through that." "Are we there yet?" he asked rhetorically. "Were not there yet. But I see us getting better and improving. Were getting there." Its too early to tell where they are or who they are as a team, now 2-2 on the young season. Theyve stolen a pair of ugly wins - akin to the gritty, defensive-oriented team they aspire to become - and theyve suffered a couple of disappointing losses, looking eerily similar to the Jekyll and Hyde version of the club that fooled observers a year ago. They were not expected to beat the Heat on Tuesday but they themselves expected to show progression and to learn something about where they are as a team, four games into a long season. Their hot start - getting off to a 17-8 lead on the champs - and their resiliency, clawing back after Miami appeared to have taken control, were positives to be taken out of their first real test of the campaign. But these are qualities theyve flashed before, even facing a challenge of this magnitude. The Raptors have now lost 12 straight meetings with the Heat, including all 11 since the Big Three joined forces in 2010. However, their two meetings with Miami at home last season followed a similar storyline. In both games, both towards the end of the season, the Raptors played competitive basketball for three quarters, hanging in with the champs until the final frame. Combined, the Heat outscored Toronto 147-140 in the first three quarters of both games. They obliterated them in the fourth to the tune of a 61-36 advantage. Toronto ceded momentum to their more accomplished rivals at the end of each quarter and in familiar fashion they fell apart when Miami opened the final period on a 12-0 run. Two former University of Ottawa hockey players were charged Friday after a lengthy police investigation into an alleged sexual assault which took place when the now-suspended team was in Thunder Bay, Ont. Kareem Martin Jersey ., for a game earlier this year. Guillaume Donovan, 24, and David Foucher, 25, both of Gatineau, Que., were each charged with one count of sexual assault. According to their team profiles, Donovan, who played as a forward, was in the universitys geography program, while Foucher, a defenceman, studied human kinetics. The varsity hockey team was suspended in March after the universitys president announced a police investigation was underway into the alleged incident which took place when the University of Ottawa Gee Gees were in Thunder Bay to play the team from Lakehead University. The news rattled the universitys students, particularly as it came just days after revelations of a sexually explicit online chat about the head of the student union. On Friday, Thunder Bay police, who had previously remained tight-lipped on the case, released basic details of the incident. The alleged assault involved a 21-year-old female victim and allegedly took place in a hotel early on February 2, they said. Police, however, were only made aware of the incident on Feb 25, when a third party came forward with a complaint. What followed was months of careful investigation which involved police in Thunder Bay, Ottawa and even members of the RCMP. Investigators also travelled to Ottawa in March to conduct interviews with members of the hockey program. "It was a very complex investigation given the two locations and the fact that the incident occurred here in Thunder Bay but these individuals had travelled from Ottawa," said Thunder Bay police spokesman Chris Adams. "The work in actually being able to track down essentially as many people as possible from the hockey team or anyone connected to that hockey team in Ottawa, took quite a bit of leg work. And then of course theres the logistics involved afterwards, reviewing the case -- so it was quite extensive." Donovan and Foucher have been released from custody and are set to appear in court in Thunder Bay on Sept. 30. The police investigation was separate from a probe by the university, which resulted in the firing of head coach Real Paiement and the suspension of the program through the 2014-2015 season. Certain members of the hockey team complained that they were being tarred by the scandal sparked by the action of a few individuals -- a situation that university president Allan Rock acknowledged in June. "The shadow cast by the allegations of misconduct has affected all members of the team, some unfairly," he had said, while adding that the university could not single out certain players as it was waiting for the police investigation to conclude. On Friday, the university said the charges announced dont alter the suspension of the hockey program, or the firing of its head coach. "That decision followed our review of an independent investigators report about the events in Thunder Bay," university spokeswoman Caroline Milliard said in a statement. "The universitys focus was not on whether a criminal offence had been committed or whether a conviction could be secured. The universitys focus was on whether the players behaviour met the standards that the university community is entitled to expect from those who have the privilege of wearing the universitys colours." On it theyve been competing for the same job since the start of training camp. Its been the Raptors most problematic position early in the season but, at least for now, they have filled the vacancy behind starter Kyle Lowry at the point. Buycks, seemingly an unlikely choice, has emerged from that trio of under-performing guards to earn a spot in Dwane Caseys rotation. Now, its his job to lose. "Hes gained some ground," Casey told TSN.ca before his teams surprising victory over the Grizzlies Wednesday. "I thought he played with a lot of confidence against Houston the other night, he played with a lot of confidence against Utah. Hes kind of stepped forward in that situation and [emerged]." For the third straight game, Buycks was the first Raptors point guard off the bench in Memphis. He missed his only field goal attempt but converted all four of his free throws in just under 12 minutes of action. Augustin checked in with a minute left and the victory all but sealed while Stone was a healthy scratch for Caseys club. "Theres definitely [an] opportunity, for sure," Buycks recognized. "[Casey has] been saying that for a while now. Weve been competing and making it tough for him." "Youve just got to stay ready and make the most of it. Most of all just go out there and have fun but at the same time its a job, its a business so youve got to take it serious." Five games into his NBA career, Buycks has earned Caseys trust. An undrafted rookie, Buycks was once considered the dark horse of this trio. Stone - who was kept on after a strong showing in camp - endeared himself to Casey with his versatility and defensive wherewithal while Augustin was given first crack at the job on account of his experience as a starter in the league. Their skill sets differ and the sample size with Buycks is small, which suggests the rookie may be tied to short leash. As long as Caseys options at the position remain modest, at best, the competition will be ongoing even if Buycks continues to front the platoon. "Its tough but at the end of the day were teammates," said the 24-year-old. "Were all going to give it our all; were pros, so youve definitely got to bring it. Thats what makes it tough but thats what makes us love our job more." Buycks is an unconventional NBA rookie, having spent last season playing professionally in France where he was awarded league MVP. Fernando Rodney Jersey . -- The Oakland Raiders sustained a significant blow Wednesday with the news that starting left tackle Jared Veldheer will need surgery on his torn left triceps and will miss a significant portion of the upcoming season. Veldheer has been bothered by the triceps throughout training camp and had a second MRI performed on Tuesday when it did not feel any better. After consulting with doctors and the team, Veldheer decided to have the surgery. "Its a disappointment for all of us," coach Dennis Allen said. "But again were going to play 16 games this year. The teams that are able to push through those things mentally, those are the teams that have success. Everybody has injuries. Thats one well just have to deal with." Allen said Veldheer would miss a significant amount of time but hoped he would be back at some point this season. Allen said Veldheer would be a candidate to be placed on injured reserve with a designation to return, which would require him to miss at least the first eight weeks. The Raiders can place Veldheer on that list starting Sept. 3. He would be required to sit for six weeks and then could practice for two more before being eligible to be activated in time for the teams eighth game on Nov. 3 against Philadelphia. Teams can only use that designation on one player and Allen said he wouldnt know for sure whether that would be an option for Veldheer until after the surgery. The injury to Veldheer gives a shot at a starting role to Alex Barron, a former first-round pick by the St. Louis Rams who has not played a game in the NFL since 2010. "Of course its an opportunity," Barron said. "First and foremost its an opportunity to be here, period. Its another opportunity obviously to go up on the chart and help the team as best I can. My whole thing is Im going to continue to work and try to help the team as best I can." Barron was drafted 19th overall in 2005 out of Florida State but struggled for almost his entire five seasons in St. Louis. He started 74 games and played both left and right tackle but was plagued by penalties and poor blocking. He committed 43 false start penalties -- including 13 in 2006 -- and 13 holding penalties while allowing 33 sacks, according to game tracking from STATS LLC. He was traded to Dallas in 2010 and played 11 games with the Cowboys. But Barron hasnt played since, spending a little time with New Orleans and Seattle without ever getting into a game. "I think Alex has been playing very well," quarterback Matt Flynn said. "I was with him in camp last year in Seattle. He seems like a different guy here. Hes playing well, playing aggressive and really coming into his own." Veldheer was perhaps Oaklands most indispensable player, given his talent and the importance of the position he plays. He had started the past 42 games at left tackle, missing only one offensive snap in that entire time. A third-round pick out of Hillsdale College in 2010, Veldheer was an emerging left tackle in the NFL who was counted on as a major piece of the Raiders rebuilding project. Veldheer was rated by Pro Football Focus as the eighth best pass-blocking left tackle in the NFL last season. He has been responsible for just four sacks in each of the past two seasons, according to STATS LLC. "Its a real big blow," right tackle Khalif Barnes said. "Jareds a big part of our line. Hes a big guy. He comes to work every day, you never hear him complaining, just tries to go in, get the job done, he just tries to perfect his craft every day at practice. Hes a good part of our team, a good leader for our team." The Raiders have been hampered by injuries on the line throughout camp. Right guard Mike Brisiel has been out all week as he struggles to recover from off-season ankle surgery. Lucas Nix, who is batting with Tony Bergstrom for the left guard spot, has also missed significant time in camp with an undisclosed injury. "To be honest, I just want to go out there and compete," said the 20-year-old from Jackson, N.J. "Obviously not playing, I think it was 56 days, was a little bit of a challenge, but I think over the last three and a half weeks of practice weve competed and battled and we couldnt be any more ready for this tournament." Stolarz backstopped the Knights to an OHL title in 2013 with a 13-4-1 post-season record. The Philadelphia Flyers prospect posted a goals-against average of 2.53 and a save percentage was .923. But the 19-year-old Patterson, from Sault Ste. Marie, Ont., played more games for the Knights this season.
